GH Elections2020: Asawase: Ballot papers Allegedly Meant For Rigging Polls Fake – EC

The Electoral Commission (EC) in the Ashanti Region says the man caught in the Asawase constituency on suspicion of trying to rig the polls had only fake ballots in his possession.

The Regional EC Director, Benjamin Bannor-Bio, said his outfit’s scrutiny of the purported ballots meant for rigging revealed their inauthenticity.

“It does not bear a serial number. What it bears is a constituency code for Asawase. All our ballot papers bear unique serial numbers,” he noted at a press conference on December 7, 2020.

Mr. Bannor-Bio further demonstrated to the press that the gold validation stamps on the ballots were oval instead of circular.

He stressed that there was no need for apprehension and urged observers to trust the EC’s processes.

“That is why the person was detected and arrested… and so, therefore, let’s have an interest in the Electoral Commission’s process and have trust in them.”

“We are determined to ensure that the results will be a true reflection of the decision of the people who voted,” Mr. Bannor-Bio added.

The MP for the area, Muntaka Mubarak, had raised concerns that the detention of the suspect in possession of the fake ballots signalled a larger attempt at rigging the polls.

The detection of the suspect who was accused of thump printing ballots in his possession led to confusion at the Baba Lati base polling station in the New Zongo Electoral area.

But Mr. Bannor-Bio said the EC said it has since clarified issues with the MP.

“I have met the Honourable Muntaka at his office, and he himself has attested to the fact that the ballot papers were not that of our [EC’s] ballot papers.”

GH Elections2020: Two Arrested For Tampering With Presidential Ballot Papers

The two officers who tampered with the presidential ballot in Awutu Senya West and Bawuku Central constituencies have been arrested.

The officers are Mary Adatsi in the Awutu Senya constituency and Ahmed Shafawu in the Bawku Central constituency.

The suspected officers were removed from their post prior to their arrest.

The EC has indicated that all presidential candidates should appear on a thumb-printed ballot paper before it will be considered as valid and counted.

It has also charged agents of political parties and candidates as well as the general public to be vigilant to ensure free and fair elections.

GH Elections2020: Policeman Dies While On Election Duties At Ahafo Region

Detective Constable Kwarteng Abebrese Nantwi of Police Criminal Investigation Department (CID) Headquarters Operations in Accra currently on Election Duties at Ahafo Region is dead.

Sources confirmed from the police that he fell sick and was rushed to Hwidiem Government Hospital but was discharged after treatment.

Earlier today December 7, 2020, he fell unconscious in his room and was rushed back to the same hospital for further treatment but was pronounced dead on arrival.

His body has since been deposited at same Hospital morgue pending further action while the police administration has notified the immediate family of his unfortunate passing.

Fact check: Akufo-Addo’s picture cut off on some ballot papers at Awutu Twimi and Alhaji Salam Grinding Mill polling stations

Claim: Akufo Addo’s picture is missing on ballot papers at Awutu Twimi polling station in the Awutu Senya West constituency and the Alhaji Salam Grinding Mill polling station in the Bawku Central constituency.

Verdict: True. The CODEO Constituency Supervisor present at the Awutu Twimi polling station has confirmed that a voter noticed it, reported it to an NPP agent and an alarm was raised. Citi FM’s Upper East regional correspondent also confirmed the Bawku Central constituency incident.

A claim circulating on WhatsApp is stating that there are ballot papers at the Awutu Twimi polling station in the Central Region which do not have the picture of NPP presidential candidate, Akufo-Addo on them. Videos circulating on Twitter also show this claim

Verdict: The CODEO Constituency Supervisor present at the Awutu Twimi polling station has confirmed that a voter noticed it. In the Upper East Region, Citi News’ regional correspondent confirmed the case in the Bawku Central Constituency.

Verification: 

Dubawa verified from the CODEO Constituency Supervisor (CS) officer stationed at the Awutu Senya West, Awutu Twinmi polling station where the incident is reported to have happened, and it was confirmed to be true.

The CODEO CS  stated that a voter detected the missing picture of Akufo-Addo on the ballot paper, and reported it to an NPP agent who consequently raised the alarm.

Upper East region incident

A similar claim was made in the Upper East region.

Verdict: True. The presidential ballot paper was issued to a voter at the Alhaji Salam Grinding Mill polling centre in Bawku Central constituency without the image of candidate Akufo-Addo.

 Verification

Citi News’s Upper East Regional Correspondent confirmed that the incident occurred at the Alhaji Salam Grinding Mill polling centre in the West Natinga electoral area of the Bawku Central constituency.

He reported that, “It is not a rumour. This happened.”

“It happened at the Alhaji Salam Grinding Mill polling station in the West Natinga Electoral area of the Bawku Central constituency… The first person voted with part of that ballot paper being torn. The same repeated the second time and it caught the attention of the party agent of the NPP and he moved to rectify it. They recalled that ballot and issued a new ballot to the voter. The regional directorate of the NPP tells me that they have made a complaint to the EC but the matter, for now, has been resolved,” he said in a live interview on Citi TV.

Based on the ballot paper serial number, we confirmed from the Electoral Commission’s master sheet for polling stations that the ballot paper in the photo was indeed for the Bawku Central constituency.

Both incidents have also been confirmed in a press statement by the Electoral Commission which says it will deal with the officers who tampered with the ballot papers.

Conclusion: 

The claim that there is a missing picture of Akufo-Addo on ballot papers at Awutu Twimi and Alhaji Salam grinding mill polling station is true. CODEO officers and Citi FM respondents present on site have confirmed it, and the incident has been reported. The Electoral Commission has also confirmed both incidents in a press statement and has promised to deal with the officers who tampered with the ballot papers.
